Once i hit jlvl 70 on my champ i am going to reset from agi/str to str/dex/vit to make use of LR for mobbing
so my lvl 99 sura base stats will be
str: 80
int: 60
agi: 1 :*( good bye flee and aspd
dex: 70
vit: 56
luk: 22

what i am wondering is if this is the stat allocation that will give me the most bang for my buck at 99

and also what stat should i raise first. eventually id like to have 100 in str, dex, int, and luk. Those numbers include gearing bonuses and bless

You don't need any vit, maybe 20 at max, and int isn't too important to a Sura, as they don't need high amouts of SP or a low cast time. Agi is, however, one of a good Sura's most important stats. Suras need to attack FAST. You want to max it along with str and Dex, and that'll really get you places. Way less vit, and replace that int with agi and you'll be good.

str- 90
int- 30
agi- 90
dex- 90
vit- 10
luk- 10 [higher if you want good crit]

Whoa whoa whoa, jackpot, are you sure that build you gave is for Mobbing ?? Remember, mobbing is not Agi Combo build.
No matter how much Flee you have, once you start mobbing, your Flee will sink so low you won't dodge any, and then you will die.

Tenkendo, if you will AoE mobs with LR, ignore everything Jackpot said.

Mobbing with LR requires alot of HP -> High VIT
You want to aim for stun immunity for when you go to AL3
As for dex, just get whatever amount you need for 100% hit.
The rest is up to you, str/int or more vit.

Jackpot obviously never made a Sura with LR before lol.

I am assuming you use fury/snap to manipulate the group of mobs because its hard as hell to walk past a single mob without getting hit with no flee. i just go through mana like nobodies business now. when i started to try mobbing before my stat reset it was easy to group them up w/o snap since i dodge most things 95%. so i could maneuver around the mob, not caring if one got a shot off at me.

Yes, Always in Fury, and Snap around. Either Zen or Gain. Blue Pots too.
