I've opened several tickets about this and support states it needs to been given to a higher department and after that I never hear back.

You are not being ignored. Normal users/volunteer mods cannot help you with this, the only thing you can do is wait for a response from the ticket departement (these parts of the forums are visited by 'real' CM/GM's only every so often). Make sure you also check the support site for a new response, as your mail provider might suddenly have decided to block Gravity mails.
You could always try to PM someonefrom the GM team (Oda maybe), but he will have a huge pile of PMs waiting and I think all he can do is poke someone at the office to maybe bump your ticket. But no guarantees.

The higher department you describe is the team of people that are authorized to change account ownership and the like (most GMs don't get to do this). I can't fault them for wanting to be extra careful assigning accounts to people - there is usually a longer backlog for that sort of thing though.
