Assuming that you're talking about the anniversary event, it technically isn't a turn-in event since you don't get any experience when you talk to the NPC. But the NPC for the quest is at 224,69 on the Louyang town map.

Hi! Nope its not the anniversary event, TwT it's the orc one. o.o the warper there in eden kinda stated there's a turn in event there... x_x when I went there, there's no npc. o.0
