With a Kill Count, you don't have to pick up the loot. Partying is common because each party member gets credit for killing the same monster. Although people at max level have no reason to bother with the event.
Turn Ins allow the player to choose if he would rather have exp from turning in the quest or zeny from selling the items. People at max level who don't need exp still get to enjoy the event for the zeny. Partying is uncommon because the game lacks a sufficient loot sharing system (it's randomized or something).
Anyways they are clearly two different animals with their own pros and cons. I like them both. It was just confusing because when I left RO people recognized the difference and named them accordingly, but when I come back everybody is calling them all Turn Ins.
