Just hit 40 and need some tips

But I was wondering what I should be aiming for in terms of gear, there are 3 sets I'm looking into and just can't make up my mind to either use a full set, 3 2 piece sets, or 2 3 piece sets so any help would be super.
Here's a little info that might help, I'm going for evade rogue and the 3 sets I'm looking at are the Mist Elf for lvl 45, Hero for 40 and Chaotic Hero for 40 as well. And the second thing was what soul options take priority? So far I've just been trying to get Agi/Str and a bit of health.
Any help would be great. ^^

So I should always go for Agi first, but then what about Evade and Evade %, Crit % and Crit dmg?
Edit: The reason why I ask if because if I mix 3, set piece sets, it'll give me lots of Agi, but no Evade and no Crit %.

42 Agi, 26% Crit rate, 4 Evade
or
18 Agi, 26% Crit rate, 16.5 Evade
or
72 Agi.
Also, the evade on these stats is not a %.

And yeah, Crit rate is a useless stat, unless it grants a flat rate like the Pathfinder's Aiming skill. Say your base crit is 2%, adding 26% critical rate only increases your base crit by a factor of .26 (so you'll have a whopping 2.52% crit rate with that).
Sorry if that doesn't make sense, but trust us when we say Crit damage >>>>>>>>>>>> Crit rate.
