Do these skills that increase HP/MP recovery actually make a difference? And do both of them stack or is it only worth it to get the Scout version?

I've noticed the HP/MP recovery themselves actually make a noticeable difference.
If I remember right, you need to get Max the Hawker version before you can get the Scout.
I'd personally get them if you plan on playing war builds to some extent, at least a point in it minimum if you're short on skill points.
I think the skills stack, but I haven't checked the difference since they changed the HP/MP recovery rates a few patches ago.
But when comparing to the Champion version of MP Recovery which I believe is called Champion Spirit, having that and not having it makes a massive difference.

Learn Lv.1 of both that's it, not more. Not learning any of those will result lacking MP recovery.

But let's say I decided both, giving up self buffs to go full war, would there be a noticeable change from Lvl 1 and max on both passives?

according to the skill calculator which is somewhere in this forum:
soul discipline max at lvl 1:
needs mana profit lvl 1 and gives
- +100 hp recovery
- +50 mp recovery
soul current max at lvl 1:
needs mana flow lvl 1 (which needs mana profit lvl 9) and gives
- +350 hp recovery
- +50 mp recovery
soul discipline max at lvl 5:
needs mana profit lvl 9 and gives
- +300 hp recovery
- +150 mp recovery
soul current max at lvl 5:
needs mana flow lvl 9 (which needs mana profit lvl 9) and gives
- +550 hp recovery
- +150 mp recovery
Hope the figures help you out, though I dunno if the gain of 400 hp recovery (850 total) makes a big difference.

Yeah I've seen the numbers in the description, but I'm wondering how they actually apply in the actual gameplay, because what you read could mean something else.

I personally think +1 to Soul Current is enough.
