Lower Kvm requirement for weapons!

Im thinking we should half the amount of badges needed for kvm weapons so more people could actually get them. Getting 2k badges is quite alot considering most of them you have to +9 just to have the effects :) its quite tough to get it +9 as is and to get 2k badges again is such a hassle.

This problem was "solved" by making KVM badges in lucky boxes. I'd estimate that 99% of kvm weapons were bought entirely with points from lucky boxes, and KVM badges are one of the main things that people buy lucky boxes to get.

each god seal roll introduces 5 new kvm weapons on average as well, and thats going to double to 10 kvm weapons when the limit gets raised so theres non-$$$ alternatives as well. Made a +7 kvm weapon (without safe upgrade) and armor sets just from seal rolls.
