Removing fixed cast time, after cast delay, and make it ignores racial reduction and mdef.

for the people that give me love voting -1 i need to put this:magic is still bad?
ALL THE STATED AS A SUGGESTION ITS ALREADY ON THE NEXT SKILLS: GoH, Dragons Breath, Cart canon and many other NON magical offensive skills that dont have fixed cast time, dont have after cast delay, they ignores racial reduction, they ignores def.. why a single weak and stupid usless skill like varetyr spear cant be a bit better?
AND YES.... magic its really bad.......
