How do you get them? I've seen two variations of Little Feather Hats. One is just a plain "Little Feather Hat" and the other is "Arta's Little Feather Hat". Is there a difference? How does one acquire one or the other?

You can get one from the current lucky boxes by getting a Summer hat box and then getting one from that.
It's a long shot, but otherwise it's only available from other players. The "Arta" variation you saw was one with a Vanberk card in it.
