Does it work for ALL monsters until Sep 20th?
Also, what will the rate of EXP be with a +9 Yoyo hat + VIP + x3 Manual on a premium server?

Yoyo Hat + VIP + X3 combo do work, however, the Yoyo Hat only increases exp for monsters KILLED. Meaning Turnin Rewards would only be influenced by VIP and X3.
Job BM does stack with normal, HE and X3's, however, it does it in the worst possible way that it's barely noticeable.
