Anyway why don't go for an orlean's gown for the uninterrupted cast? Then you can have zerom.

So I would say phen on whatever you like (clip) and zerom would be a choice for the orlean I guess...

phen should always be on switch. 25% hurt if you don't use it on switch.

Its not exactly 25% anymore, due to the variable and fixed cast time split. Phen only increases your variable cast time. So if you refer to my post on Help choosing card for Orlean's Gown:
For a lvl 10 Storm gust that has baseCast of 12 seconds, We consider 3 senarios:
100 INT 60 DEX: 5.33s
100 INT 100 DEX: 4.30s
100 INT 120 DEX: 3.83s
If u have an Orleans Gown, Variable Cast time +15%:
100 INT 60 DEX: 5.85s
100 INT 100 DEX: 4.65s
100 INT 120 DEX: 4.12s
You realise that for orleans gown, 4.12 seconds is only 7.6% more than 3.83, and not 15%.
So using phen now does not hurt as much as it did pre-renewal.

True, but it is still not negligeable and I would still use it on switch only. That also depends on your build, as always.
