That's one I havn't seen before. Are you letting the computer go into power-save mode while it's waiting forever? Windows powersave does an abysmal job of deciding when is a good time to go into powersave mode.

Have you tried alt-tabbing around while at that screen, to try to get to the screen where you're prompted to allow?

Make sure there is enough space on your hard drive. I don't have much time this morning, you could try installing the game on another computer then copying the folder back onto the original PC using a USB key.

Or try this, it may or may not work:

1) Go to your computer's Start menu > Control Panel.

2) Windows XP: Select Add or Remove Programs.
Windows Vista: Under Programs, click Uninstall a program.

3) Uninstall "Microsoft .NET Framework 3.5 SP1".

4) Once this process is complete, try reinstalling.

If all else fails, there are things you can do under the security policies and user right assignment but I'm not getting into that lol. Be easier to reinstall OS.

The cause of the failure will likely have been logged. Open Event Viewer (in Control Panel, Administrative Tools) to check for clues.
