how high should i add frost driver and thunder storm do i need to unlock other important wizard skill after job change

Use this skill simulator to plan out your skills. You'd need at least Napalm Beat 1, Frost Driver 1 and Thunder Storm 1 to get your important Wizard skills. You'd also need Stone Curse 1 if you want to get HD/Quag.

Yes Frost Diver, Thunder Storm, Stone Curse, Napalm Beat and Sight should all have at least 1 point in them to ensure you can learn the Wizard skills you want.
Also if you are going for a Wizard it would not be wise to put more than 1 point into Thunder Storm. As LoV (Lord of Vermillion) is a better version more damages and larger AoE.

Actually LOV is less dmg then TS. LOV is larger but i found TS to do way more dmg.

Just ran through calc -
LoV is more damage than TS (by about 2x), but TS kills much quicker. On a nekked 99/70 HWiz, TS took 33.6 seconds to kill at an average damage of 5820 per cast. LoV took 39.7 seconds to kill at an average damage of 9240 per cast.
