Do you have Hamachi/LogMeIn or similar software installed? That is known to break RO.
Did RO apply a bunch of patches when you first started it?
Are you on a work or university network that may be blocking RO, or a home network (which almost certainly wouldn't have such blocks).
Was RO ever working on this system? If so, what has changed since it last worked?

When do you get the error? At patcher, right after entering username/password, after server select, or after selecting a character?

I have Hamachi installed but closed. Will it still mess with RO even like that.
Yes RO is patching just fine.
I'm on my own network so I doubt it's blocking it.
And no I've never played RO on this system.

Yup, unfortunately, even when it's not running, it still breaks RO. For some users, it breaks RO all the time, for other users, only sometimes.
It installs itself as a virtual network adapter, and for some reason, it doesn't do a good job of letting other programs know that they shouldn't try to use it when it's not connected. So some programs (including RO) try to use the disconnected hamachi virtual network adapter to access the internet, and unsurprisingly, it doesn't work. Problem is on Hamachi's end, as there exist VPN clients that use a virtual network adapter and don't break RO.

I'm not sure what to say on this...
It's possible that Vista/7 is interfering with the patch process (You are running the patcher as admin right?) but even an unpatched client installed from the latest download is able to connect to the server.
It really does sound like a firewall problem, or ports on the network being blocked.
Do make sure you've rebooted after removing hamachi, as I think it's virtual adapter stays there until reboot.

And I rebooted it after uninstalling Hamachi, no dice.

RO does not need to accept incoming connections, so port forwarding isn't relevant.
