When the description of an item stated that it "has a chance" of casting X skill, what does it really mean?

Does it mean 3%? 5% or maybe 1%?

Yeah, or 2% or 10% or .1% or whatever The percentage chance is different for each item. For most autocast items, iW database has a guess (based on player testing) of what the proc chance is.
