I'm kinda confused about Valk Manteau and how it work's,it say's it reflects dmg and what not. My issue is does it reflect only dmg recieved or just the other players/mob attack? Like if i have high flee is it a good thing to use or no?

If you are a Swordsman, Thief, or Merchant character and are actually hit with physical melee damage, the person who hit you with the attack will receive 5% of the damage plus 2% for every upgrade level of the manteau.
If you had high flee on one of those three sorts of characters, it would not be a good thing to use, but it's a trans-only garment, and it is usually not a good idea to make flee-based trans characters.
If you want something that'll work with flee, go for a slotted pantie + undershirt to increase your flee even more, or go with a nyd mant to reduce incoming damage.
Reflect is really only good on characters that can and will be taking hits in the first place, but it is a great effect for those characters.
