So has anyone tested this skill yet? It adds stun to our twin's attacks, but it doesn't specify the percentage it increases by per level...

I have level 1. It has never stunned yet in PvE.

It's nice that's there's an actual translation on our skills I wouldn't put too much trust on either the half-baked or completely wrong description of the Twin Fighter skills. There isn't an explanation on what Wheel of Fortune actually does and according to IAH, Heavy Blow increases critical rate, not stun enemies. Also, Iron Fist training increases crit damage and not all those debuffs it claims to inflict. But maybe warpportal gave us a translation on those passives in a future adjustment that hasn't been implemented yet, but I doubt it nor am I going to buy a skill reset to further beta test this class for them
