Okay so to talk to Krouzer in camp Ellora, how do I unlock it?
since I changed on the older version I can hardly remember, but I do remember that it was a chain
quest starting at Pine Cone.

You begin by talking to Hel Krouzer in Vartika Hill, then for the PvP route you can talk to him again at Vartika, or for AP and DSS go to Ellora. Then go back to Vartika to begin.
