My thief is still low enough level (19/18) that I decided some extra input would be nice. What is the PvM effectivness of each class with DD and how could they best be equipt?

Str: 13
Agi: 23
Vit: 1
Int: 1
Dex: 19
Luk: 1

Double Attack: 10
Steal: 7

Also what skills should I start leveling for PvM? I usually work as a party with a mage friend but solo capability would be nice. (If I DID WoE I would no idea what I'm doing as I have no experiance with it.)

Only Sins can wield dual dagger. Skills you want for sure are Improve Dodge 10 and Double Attack 10. You'll also want some level of hide so you can get some of the cloaking skills offered by the Rogue/Sin classes.
