So I have spent over an hour looking for an NPC named Dequ'ee who is suppose to be in Garren. I have checked the quest details multiple times, I have consulted the wiki many times. I am unable to find this NPC and can't get an answer from the quest forums or the wiki.

He is at 154,142. Easiest way is to goto the inner circle and go north east till you see Ancellia standing between 2 buildings. Go inbetween those 2 buildings and you will see him.

much, I literally circled the town 10 times, never saw the guy hiding behind the building on the lower level.
