It can take anywhere between a few hours to a few days, but generally within 24 hours.

ah nice, thanks... and i just fill out the billing info and click proceed with payment and they will email me when i can start buying WPP?

Yup, just go ahead and try to make a payment as you usually would. It won't go through, you'll just get the verification page. Even when the address is verified you'll need to submit the payment again, it doesn't actually bill you for the first submission.
I don't think you get an email to notify your account being cleared. You'll just need to check back.
