I want to make a fast leveling Aco to Monk to 99 solo leveling build and need some help on skills / stats. Also if you would like to tell me some equipment to get on a 100 mil budget.

Eden gear should get you to 99 easy lol.
Stats : Get 60-70 str, 20 int, 80+ agi, 20 vit (optional, helps alot though), 60 - 70 dex.
Skills :Just max your combo skills.

Use AGI build with combo skills for fastest lvling. If you don't like Eden gear then buy a Morpheus set, give a lot of SP and SP regen which will help you since combo skill require quite a lot of SP.
