Can quest skills from merchant still be obtained by blacksmith or alchemists?

Can quest skills from merchant still be obtained by blacksmith or alchemists?
YES
All skills that 1st classes get can be learned later by their 2nd classes.
For example
Arrow Crafting can be learned by Hunters & Bard/Dancers as well.
