It's been quite a while since I left IRO... but I just came back!
I have a rk, currently lv99. Can anyone tell me where should I lvl?

I'd strongly recommend doing the daily (now unlimited with reset stones) turn ins in Eden Paradise. Right now, the current TI for your range is Niff, which can be completed very quickly with a party, or pretty decently quick if you Bowling Bash solo. It isn't hard to find a party though, so you'd save yourself a lot of pots going with a group of people, and probably finish much quicker unless you've got some very above average gear and you're prepared to outpot non stop huge mobs.

Magma2 with bowling bash.

Right now, Niff TI. Easily solo-able with the correct weapon & bowling bash (I use a sword guardian veteran sword).

My RK is 100, and when I'm not doing a TI party I have him down in magma 2. Because I hate magmarings.

Dragon breath to scaraby 1 maybe? I dun know if that is the most effective idea, but that is what I did with my RK and it worked very well for me ^^.

I know I'm echoing others but I solo'd Magma 2 until 123 or so. Very fast EXP.

Magma 2 then Nameless then Scarab. Although right now, Niff TI works 10x better than Magma 2, so go grind there till 115.

if you still 99 take eden TI in the second floor all of then!!!, you never know when are you killing those stuffs XD

Do people go DB builds off of old LK BB ones? Or does that require a stat reset? >_>

Do I have any other choice if I don't want to do the Nameless Island quest or the Scarab quest? Any good alternative to these two places?
