i did sign in and type certs Code but i can't get it .

i had a similiar problem with my alternate account with an ealier code. it turned out that my account wasn't validated to be human yet.
when you want to purchase WPE for the first time they send you an e-mail where they ask you to wait a few days so they can validate whether you're human or not (don't ask me what they do exactly).

using that free code is pretty much the same, it will work in a few days when the e-mail is validated.

if your account is already validated then you can ignore my commend, and it will of course be another problem.

You need to select the account you want to apply the coupon for because you can have multiple accounts under one email.. Just click on your account name and then game coupon code. (should be different from when you get WPE codes etc..)
