Buying an item already at +10 guarantees youll have a plus 10, but it can cost alot. Refining yourself is risky and you can possibly get it for cheaper but you can also fail.

What is better, buying or making?

those who upgrade em got lucky. the hundreds of unlucky ones don't go about saying "S> +9 cause I failed to +10 it in 30 tries".

It really depends on how much money you have available to upgrade and/or buy, and how smart you play it.

If you have several of the base item, and have lets say 500 HD ores to upgrade, you can attempt to +10 one. Thing is, you want to get several to +9 first (maybe 2 to 4, depends on your luck), and attempt only 1 of them to +10. If you run out of ores trying to upgrade that single equip to +10, and failed, then at least you can try and break even by selling the other +9's.

If you got to 250/500 HD ores without a single +9, then its best to stop right there, sell the remaining HD ores back on the market, and buy your +10 instead, cause if you keep going, its very likely you'll end up losing money (more than you already did anyways).

Basically, unless you really trust your luck or have a very high amount of supplies, buy.

It's better to just buy unless there are events such as enriched hammer again.

This is pretty much the same reason as buying 300 OCAs vs 1 Deviling Card.

Alongside having enough personal resources and items, this also depends on your inherent luck with the game. I know people that have amazing luck with finding items/cards and overupgrading, getting +9 easily, while I could just look/touch/breathe on something and break it going +5 =P Which is why I have mostly +7s and don't care, because I can't afford higher things and know that I am incapable of doing it myself, so to speak.

If the Enriched Hammer NPC comes back, I might try my (bad) luck with a select few items, but for the most part I know that I shouldn't even entertain the idea of getting +9/10.

It's always fulfilling to take risks. Your 'way' to the +10 stuff and the thrill, excitement, disappointment add more spice to your game -_- Not being emo lol. I say do it on your own (especially when events are on like the hammer thing). :)
