when this UGC promo to have free hat like laurel wreath.its very clear says tradable/vendable.how come i cannot trade and cannot vend?.make it please.

I accidentally redeem the UGC on my 2nd account and not my main one and can't even upgrade it to test since its on an account with chars on the wrong server!!!

Ask the support in this case 
I'm sure they transfer it to the chars, and therefor server, of your 1st account
