So i have 9 of 9 characters on my no vip accounts, if I delete one those character am I gona be able to replace it or am I going to have to get vip back to recreate that character in that slot?

If you are on Valk or Ygg, you should be able to delete & remake a character on the first page (1/3) without VIP.
If you are on Ymir, you'll need VIP unless the GMs are running one of their occasional free character creation events on Ymir, in which case you could remake the character in the first slot on the first page (I think).

On Valk, you'll need to get VIP to remake the char.
I had a char I wanted to move to another account to be able to double-client.
Now that slot is blocked, but know what?
If it wasn't for the storage, I'd make one acc for each char I want. ;>
