Get to Mora, the dealer there and a quiver maker are right there just selling them all over the place, hunting arrows too!

the quest to get to mora is simple!

Just complete the first quest in the 14.1 quest chain obtainable from the npc theorre in midgard camp which actually gives u access to bitfrost field 1 and then go into forest instance get to the first flower get 2 spores and then use 1 to port ya to the 1st observatory and then the 2nd spore to get to the 2nd observatory. Then you just dodge mobs and find the popup bubble which lets u into mora. so 1 quest is required not 4.
