I cant find him anywhere...where exactly is he upstairs? The guards wont let me in ever since i went down to the banquet for the New World Quest

You need talk to the guard in the middle and he will send you to the dimensional rift, once there, Mankunro is in the center of the map.

he's next to sikaiz, you gotta click him from behind the right wall, so the guard doesn't kick you out.
