Can someone confirm me if Arrow Storm and Aim Bolt's cast times can be decreased by dex.

it seems to me that 100dex+buffs+foods doesn't make any difference to 120dex+buffs+foods at all.

& please use Crown of Deceit and other other things that decreases variable cast time.

It does, and it used to have a fixed cast time which was a pain in the butt but that's completely removed now.

My ranger can cast Arrow Storm in 1 second with bless and Improve Concentration buffs (without Phen card effect)

Arrow storm is reducible. Haven't tried aimed bolt in like a week but that seemed to be fixed cast when I tried it last.

Please give more info, of how much dex could a ranger possibly needed to cast it almost instant.

You can't and it's P-O-I-N-T-L-E-S-S to get make it instant cast. You shouldn't be using it in WoE/PvP while being attacked anyway. It's an AoE skill that you ambush with while on Camouflage and it's really more suited for PvM and for that, you need a Phen.
