Volcano is worthless. Meteor Rain and Earthquake are good for PvP. You could make use of Meteor Rain in PvE but I don't see it being worth the precious SP in your case.
Here's a build for:
Level 30:
http://irowiki.org/~...000000000000000
Level 50:
http://irowiki.org/~...000000500003100
You'll want Smare Shot for DPS and groggy. Rolling Stone and Spell Prison will be your main F7 skills. From here there's really two choices to make: Golgon or no Golgon. I'm going to prescribe Golgon to you. Generally, you either get all or nothing with Golgon, except for his last passive.
Level 70:
http://irowiki.org/~...003320500015535
This should get you through PvE relatively fine. I'm gonna stop there because by level 70 you should have a learned playstyle and you may want to make adjustments yourself. At later levels, as you can see, you can drop Mists in favor of a super strong Golgon, which is just about all you need.
Keep in mind I made this extraordinarily PvE-only as per your title.

Blesser does not provide many good buffs for PvE or PvP and all around it is unrecommended.I noticed that you did not get the blesser in the late game, is it not any good for late pve?
and is the spike wave worth getting with the long cd and casttime?
and would you keep it after you get the mega spike wave?

I kept Spike Wave because you need it for Mega Spike Wave. Mega Spike Wave is good for bosses or support mobbing. You have to be careful and read the pre-requisites for all of the Summoner skills. Mega Spike Wave needs Spike Wave at level 3.

Don't worry about it. It's not as prevalent in other classes but it's a huge part of Dragonkin classes so I think you should be aware of it early so you don't get messed up. You want to make sure to read all the pre-requisites or else you may find you can't get a skill you want!hehe syr i'm stil new to the game and my summoner is only lvl 20
did not get to start leveling befor the patch.

Good luck with Summoner. It's very tough but you can do it!
Some tips for beginning:
-For level 20 to about 27, do all of the yellow quests in Port of the Winds. There will be a TON all at once but usually a lot of them are for the same area, so you complete a few of them at the same time. This exp really adds up and speeds up leveling which is pretty slow normally on Dragonkin.
-From 26 to 40, you need to finish the F5 mode for Mission Maps to access F6 mode. This mode is great for EXP and is best done in parties.
-In fact, parties will be helpful for everything you do! Always try to look for one. Soloing is incredibly difficult as a Summoner.
-Once you job change at level 40, and access the F7 mode at 42, you will use this mode for leveling. It's insanely fast exp! You are one of the best classes for F7 so make sure to take advantage.
If you have any other questions please feel free to ask.

now that i have played the summoner a bit,
i wont call him hard, jeg a bit slow in the beginning.
got the 1000 combo befor i finished my first quest.
it takes a bit of time to kill in the begining but ose you get a few lvls and finde a nice grupe the summoner is the best

I suggest mainly using Mists as the other summons will knock down. Not very helpful. Maxing Air Smash is a must, you could not put points because you didn't make Air Splash level 3. Read pre-requisites. Nation Fury is a must for your entire career as a Summoner.

Possible.... I wouldn't if you're squishy, and it would take awhile. Possible if you have cakes too, or skills, but not worth the time.
