Hi guys I just want to ask what is the difference between HE Battle Manual and Battle Manual? I just need base lvl exp. and planning to do some turn in quests, but I don't know which manual to use. Do both apply when you turn in a quest or just monster kill?

keep in kind that he bm only lasts for 15 minutes and bm (and bm x3) lasts for 30.
While it eventually equals the same amount of exp, you can finish 2 Tis in 30 minutes. (bm, ti, reset, do ti and ti again).
One of the reasons why bm x3 is used more then he bm.

High Efficiency BM = Why I don't recommend eating at Taco Bell
Seriously, here's all the BM types:
Normal: 30 minutes, +50%, works on quest xp
HE: 15 minutes, +100%, works on quest xp
x3: 30 minutes, +200%, works on quest xp, hard to obtain in large quantity
Job: 30 minutes, +50% only on job, works only on kills
Most manuals cannot be used together, but job may be tacked on with any other manual. Keep in mind that the bonus is additive with the other manual, however, not multiplicitive. So +200% +50% will give +250% job, not +350%, although that 250%. (although that 2.5x does become 5x with an event, see next paragraph).
If an XP event is active, this WILL stack multiplicatively, so an x2 event with an x3 manual gives x6 exp. Event bonuses, however, do NOT work on quests, with the exception of the weekly turn ins (and even then only if iRO staff manually adjusts the rewards, which they usually, but not always, do).
That should be everything you need to know about manuals.
Edit: Oh, one last thing. The bonus exp for fighting stuff over your level also stacks multiplicitively, so a monster 10 levels over you (x1.4) during an x2 event, with an x3 manual, will give 8.4x exp.
