Seriously. If I get to the 20th time, I might ask the GMs if my character is bugged for this quest or something. I'll keep trying though.

I don't see how logging out would fix anything =P Since you have to give that freaking Raffle samples, logging in and out shouldn't change anything O_o Of course, unless this is just a pulling my leg thing =P

When you talk to him after 6 hours, he either says something like "Great!! bla bla bla" or "That's not it bla bla bla". You obviously have to relog when it's the 2nd dialogue.

Speaking of being lucky, I was using my gf's AB, first time got a light cure ring, enchanted it using my RK and got lv1 cure x2.

Isn't that bad? 1's really all you need.
The Ring of Archbishop with 2 Archbishop mods is a nice ring to aim for. 8% improved healing total! or the Seal of Cathedral with 2 Cathdral mods for -60 SP cost for Coluseo Heal!

Fixed Cast Time: None
Variable Cast Time: 1 second
Skill re-use Delay: 3 seconds
Global Skill Delay: 1 second
There's your answer. 1 Cure1Lv mod removes 3 seconds delay which completely removes all re-use delay on HH. Basically only the global skill delay is all you need worry about but I don't think you can get rid of that with another Cure1Lv mod.

A powerful version of Heal which recovers substantially more HP, but suffers from a longer cooldown period. Amount recovered is based on the HP recovered by Heal Lv. 10, further multiplied by a modifier based on skill level.
Level Recovery SP Cost Cooldown
1 2x 70 3 sec
2 2.3x 100 6 sec
3 2.6x 130 9 sec
4 2.9x 160 12 sec
5 3.2x 190 15 sec
