It would be nice to have guild information window, which can list guild rules and homepage(s).

The Guild Window need a big rework to make it more player friendly. Here a few suggestion that were made before:
Sorting in Guild Window: be able to sort all the categories (except the memo), that way would be easier to find specific players, orther by lvl, time since they last logged, etc.
Guild windos should show where players are...: add a new category that could tell in which map the guild members are. This would be useful over all to know if the player is in a battleground or in a raid.
Afk: could be useful to also have a option to mark if one is afk or not.
Confirmation Dialog on Expel: add a confirmation when expel a guild member.
Guild Bulletin Board and other guild suggestions: this one is similar to your suggestion. The guild notice is very useful but we need another window (can open with a new button in the guild window) that let us post longger messages that could be used to comunicate about events, gvg times, raid times, etc.
Guild bank: create some kind of guild bank.
Guild Manager Board: this isnt for the guild window but still needed. Add a window that let the players apply for guilds and also search for guilds, and be invited.
