I have a reasonably fast laptop that can handle quite a bit. My ping does not appear to be too high (except in TIs) but when I use any char with fast aspd (like my RK's 193 aspd) the character looks slow and the numbers are overlapping each other.
I turned off the frame skip and this is still an issue.
It's a i5 2.40 GHZ processor with 4gb ram.... Back when I used to play on my older less powerful computer my characters movements were not appearing to skip like this. Is there any way to fix this? I tried toggling effects on and off and it made no difference.

I got the same issue. The damage number stacks each other and not seeing damage "waterfall".

Yes exactly that, and it annoys me because I love seeing the damage waterfall...I got the same issue. The damage number stacks each other and not seeing damage "waterfall".

Rotate your camera. It's always been like this having the camera pointed at some points will mess up the way the damage stream looks ( old Crit sin so yeah.... )
