A purple cowboy hat with some INT +2 card could do you good with your budget

verit carded valk shoes
nice hp and sp
garment any immune or if ur going cheap then harpy(15% resist)
or u can do tidals and wool scraf set wid same cards
do a bit of kvm or exhange emb for kvm badges and get the +2 stat rings
