I saw this shield inrenewal.playragnarok.com, and I was wondering if you can get this item through a quest or something of the like.

It was part of a temporary quest on iRO, during which they had much worse bonuses, IIRC. They are no longer available.

Some private server probably stole the item description and decided to give it bonus stats.

This. RMS is not a reliable database - they are accurate for some illegal private servers, not for official server. There are many many examples of items with incorrect effects on RMS.

As implemented in iRO, it gave 0 defense (or maybe 4?) unslotted, no bonuses, character bound. You could talk to an npc to get one free once a day, and then that same npc would upgrade it for you for free until it broke, and when it broke, you got a prize depending on how high it got to. Was kinda neat.

I remember the cracked buckler actually also gave like -5 to all stats or something too... to discourage people from actually using it I ugess?

The -5 all stats is pretty useful for brewing with marionette control.

It also weighed 100 and was char bound.
