I heard that there is a free one time reset Mesmerist in pront, I went and check but he is not there any more so was he moved to another location? Also for the reset neutraliz is it not sold anymore in Kraft store?

Also below base lv 40 (Non-Transcend) is unlimited stat and skill reset
Mesmerist in eden is one time stat and skill reset

afterward its x amount of Reset Stones (level dependent) for Stat reset and 1 Neutralizer for skill reset

Unlimited Resets as long as under base level 40.

Does the one time reset work on characters that missed out on the last free reset for the balance changes, or only characters made after the fact?

Everybody gets one. Doesn't matter when you made them. I even used the free reset on my sage when Renewal first came out, and got another free reset when I came back to RO after the balance patch.

the npc next to the toolshop in prontera will only reset skills not stats
but yeah its unlimited as long as your under lvl 40
