I spent 4-5 days non stop feeding and it is still neutral, yesterday after the maint, i call my pet out, and the hunger was in 1. But i swear it was at 41 before maint yesterday. Is it possible that GM did something in accident? or my pet is bugged

Neutral to cordial is a minimum of 500 feedings 9Assuming fed between 11 and 24 hunger). Therefore it would take at least 5000 minutes (83 hours) of feeding it at the appropriate time. Assuming 6 hours per day of feeding at the correct time Neutral -> Cordial would take two weeks.

Obviously you left it out for a while before maint if it was at 1 after the maint. I'd guess that you forgot the final feeding before the maint so it was DC'ed by the maint and hence at 1 hunger.

Neutral -> Cordial is VERY VERY LONG. 2 weeks minimum in practical situations, often longer. 500 feedings between 11 and 24, more if you feed it to 50+ or 75+.

If you know how much food you bought, that's a good way to judge approximate progress without using illegal means like RCX to monitor loyalty.
