pardon me for being somewhat un1337, what's the event about, and where can I find the Pirate Thief Bug?

The event is about pirates, duh...

You can find the Pirate Thief Bugs in any city (Zant/Junon Polis/Eucar/Xita Refuge), however the bugs have an extremely slow respawn rate so don't expect one to jump into your arms.

i dont get this event its title is talk like pirate
but we are killin bugs
wheres the talkin like a pirate in killin bugs?

the bugg drops pirate treasure box
and its like a random spawn so treasure hunt...SORaT OF

where can i spot this bugs?inside those cities?or outside the city?i had circle around the cities and i couldnt find one:(i did it for an hour...
