i don't think so..but you can loot in nogg road 2, if you think quivers are expensive.and yeah, they are expensive..even though they're sold for much more reasonable prices now, still expensive..i remember selling them for 45k each a few months ago..

Buy a Tsurugi[1] at Prontera Weapon Shop, ask a Geneticist with Change Material to change the sword to 10 steel, Arrow Crafting. Done!

Steel arrows are not npc-able. Back then, when they cared about game balance, they decided that an npc-able arrow that would give +50% damage vs everything in orc bow was too good.
Then we forgot about game balance and made the Elven Bow + npcable arrows.

Hahaha, I can't agree with this more. All the bow players now have it so easy (uh oh, am I making "back in mother Russia statements" now?). Though I guess you do need to find your way into Mora.
Burning horseshoes are what I preferred for crafting steel arrows. You can greed a lot of these when there are nogg parties. Some people like to farm elunium at Dewata too. The tsurigi / steel method works great too if you have access to that.

Eluniums is the best source for me. 1k arrow each.
