Can anyone tell me whether the 2x exp (3x VIP) event going will effect the exp given for hugel medals?

EXP Events do not affect Hugel Medals, from my experience anyways. I only felt the manuals really affected it.

Others argue that EXP Events DO affect Hugel Medals, I'm still skeptical on that as I really saw no difference I think...

VIP and manuals effect quests aka medals, turn ins and any other npc/ item given exp. Double exp only effects monster kills.

no, only vip and exp manuals do.

It also affects quest EXP that are NOT turn-ins. For example Brasilis Murder and Criminal Activities or Midgard Ore.

But yeah I remember there was a huge debate quite some time ago and people kept arguing that EXP Events did affect Hugel Medals. In the end I believe it was disproven and pretty much null. Only Manuals affect it, sadly. Would've been TOO Easy if EXP Events affected it too.

People claim anything. Some claim that buffing yourself for upgrading npc helps. Some claim hurting a monster helps you to tame it. There are rumors about a lot of things. Best thing to do is test it for yourself and record your results.
