For Blacksmith class forging, yes. From NPC upgrading, no.

No it doesn't. Upgrade rates are the same for EVERYONE. Regardless of food, luck and any stat enhancing foods. Whoever told you that pretty much straight lied to you.
Edit: Except what Cerulean said, regarding the Mastersmith skill "Upgrade Weapon" Otherwise the rates STAY the same with the exception of Enriched Elus/Oris
