which stops the target from moving, attacking, using skills and using items. It also drains 2% HP and 1% SP per second and the duration can be reduced by the target VIT. (when i did that status effect the mob can move yet)

If you're asking why mobs (monsters) can still move, is it's because they're not affected by the status (despite the snowflake symbol appearing on their head).
