The tool shop and kafra on the small island that leads into sunkenship dungeon are broken.
You have to click on them like a thousand times to get the dialog with them to appear, if you can get them to appear at all.

That bug has been around forever. It seems to be tied to which NPC you used to go to the island. If you use the cheaper NPC, you'll see this issue.
The workaround is to relog once you are on the island, then the NPCs will work fine.
