Just testing some things on it and apparently the shield's upgrade level no longer has any effect on the damage? A +0 Cross Shield does 21k and so does a +10 one. Is this a bug or the way it's ment to be?

Does the attack of the weapon effect it? What about the weight of the shield?

Did a simple test against poring. +0 cross shield vs +10 cross shield
With +10 moonlight dagger with +0 cross shield I was doing 10~11.5k damage
With +10 moonlight dagger with +10 cross shield I was doing 11k~12k damage
With +10 Triple Dilligent Element Sword with +0 cross shield I was doing 13.2k~14k damage
With +10 Triple Dilligent Element Sword with +10 cross shield I was doing 13.5k~14.5k damage
With +0 Long horn with +0 cross shield I was doing 11.6k~12.5k damage
With +0 Long horn with +10 cross shield I was doing 12.3k~12.7k damage
With +10 moonlight dagger with +0 cross shield I was doing 10~11.5k damage
With +10 moonlight dagger with +10 cross shield I was doing 11k~12k damage

You guys are bad at testing damages eh?
To do a good damage test you:
1) Should remove all or make randomless as low as possible. This can be done by not using a weapon or having Maximize Power or Recognize on. Do not use a weapon that is upgraded over the safety limit as Over Refine Bonus is variable.
2) Choose your stats, equipments and target well so that it is easy to calculate the damage. For example a Cross Shield is a horrible skill to test with as it increases the damage of Rapid Smitting.
This will show you exactly what affects it and by how much.

You can help too then I only did say simple testing on my part afer all lol I would test more but not like I got time to do such thing with my awesome evil work schedule

If I recall correctly, pre-renewal there was something weird with one of the shield skills where only the overupgrades on it actually contributed damage. I don't remember if this was RS or not though.

Rapid smite is indeed a skill that said it was dependent on your shield weight and upgrade for more damage. Or so the description say's so.
