This has nothing to do with Pservers : |. iRO has resets too.

More importantly, they're probably gonna release that item after trans and what not so just be patient and be more careful. Whole appeal of classic RO is the forethought, planning and insight required to play well.

Having all those things required however, effectively locks out new players. Do you want the server to grow or not?
I can see why people would want to specialised builds like support sage, pot alch or whatever to require effort making and leveling. But theres no harm in putting in the <L40 resetter. Let people learn what they need by actually playing the game, instead of forcing them to look up a ton of resource material beforehand.

Heim said skill resets will be put into the classic server within the first month, just be patient.
