I found the guy I was looking for here. It's actually really out of the way, even though it's close to the entrance. Is it possible maybe with these delivery quests to specify what section of the map they should be looking in (bottom right in this case)?
Anyways the guy gives you a package for delivery. You get a message that looks kind of like this.
