They could be editing, animation, casting time, cool downs times, or coming out with new skills in general, over lapping effects.. Its probably best to actually go experience it first hand. If they were only changing damage and effects they could just make a post about it and not have to bring the test server up, which is what they've done in the past. Just saying.

I've decided to try a scout first, because it's really my favorite class. I play my gun-users more now because they're more powerful, but I really want to see what they're doing with bow skills! Little less than three hours now til it opens!!

So we have a skill that gives you.. let's say.. 150% + 25. The 25 will be affected by how much Charm you have.
